Article I โ€” The Right to Claim

Any Detonator may launch a Warhead against any incumbent, provided the claim is supported by evidence, structured in the Launch Console, and enriched to at least Yellowcake grade.

Article II โ€” Enrichment Protocols

Warheads must be enriched (paid) to enter the Situation Room. Civilians observe, Geigers measure, Detonators strike.

Article III โ€” Mutual Assured Destruction

Every Warhead may be countered. The Bunker tier exists so incumbents may defend themselves. Silence is not defense.

Article IV โ€” Non-Proliferation

Personal attacks, fabricated evidence, and doxxing are prohibited. The Inspectorate enforces. Violators face Sanctions.

Article V โ€” Defector Protection

Defectors have their migrations counted but never their identities revealed.

Article VI โ€” Sovereignty of the Theater

Theaters are the judgment grounds. The Nuke Score decides the Sovereign, not the editors.
